What is a MWBE Subcontracting Goal?

MWBE subcontracting goals represent a percentage of an awarded contract value that should be earned and paid to firms that are owned by a qualified minority or woman and are certified as such by the appropriate entity. For example, if ABC Contractors (a non-M/WBE) wins a $1,000,000 prime contract with the City to renovate a streetscape and the project has a 20% overall M/WBE goal, then $200,000 worth of that streetscape work must be subcontracted out to M/WBE firms.

What are the criteria needed for a Minority Business Enterprises (MBE) to become certified?

Certification is only available to “for-profit” enterprises.

A minority owned business is defined as being owned, capitalized, operated and controlled by a member of an identified minority group by at least 51%. For publically owned businesses, at least 51% of the stock needs to be owned by a minority or group of minorities. An identified minority group is generally defined as having an ethnic background consisting of Asian, Black, Hispanic, East Asian Indian and/or Native American. Some applications require 75% ethnic heritage while others will accept as little as one-fourth. Furthermore, the daily operations and management are controlled by those minority group members. The business must reside in the United States. Some applications require US citizenship while others accept a legal residency status.
